Description of Work Unit
WCNR’s Center for Environmental Management of Military Lands (CEMML) is a research, education, and service unit at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and other CSU departments to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
CEMML’s Range and Training Land Assessment (RTLA) Coordinator, assigned to Pōhakuloa Training Area, commonly referred to as PTA will support the U.S. Army Sustainable Range Program and Integrated Training Area Management (ITAM) program. Tasks include the assessment of training areas, collection of data, and reporting of land and environmental conditions. The incumbent will make recommendations on the rehabilitation of these conditions based on training mission goals, natural resources objectives, and best management practices. Fieldwork such as herbicide application and equipment operation is possible depending on the candidate’s experience and qualifications.

Pōhakuloa Training Area, commonly referred to as PTA, is located between Mauna Loa, Mauna Kea and the Hualalai Volcanic Mountains on the Island of Hawaii.

Required Job Qualifications

• BS Degree in Natural Resources, Environmental or closely related field.

• 3 years relevant work experience.

• Physically able to work outdoors and perform strenuous labor under all weather conditions (e.g., heat and humidity).

• Ability to develop, organize, collect and analyze Range and Training Land Assessment (RTLA) data.

• Field experience collecting environmental assessment data by navigating wooded and rugged environments either in a vehicle or on foot across uneven terrain. Assessments may involve daylong outdoor work.

• Experience with operating personal computer workstations and standard software packages, including experience with Excel.

• Experience collecting field GPS data and processing data for use in ArcGIS utilizing Trimble software and hardware. Experience managing data with ESRI ArcGIS.

• Ability to create reports using excellent written communication skills.

• The successful candidate must reside in the Installation vicinity; telecommuting is not available for this position

• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

• Background with SRP, ITAM, LRAM or RTLA.

• Experience conducting fieldwork on military installations.

• Strong organizational skills.

• Experience communicating effectively with the public, outside agencies, military units and internal staff, both orally and in writing.

• Experience with identifying military maneuver damage, equipment required for repair, and coordinating military units in repairing damage locations.

• Experience managing ESRI ArcGIS databases for RTLA projects utilizing ArcPRO.

• Experience with land rehabilitation, and erosion control practices specific to State and/or EPA approved Best
• Management Practices (BMPs) and the Clean Water Act (CWA).

• Experience safely conducting land management fieldwork, such as manual labor with chainsaws and hand tools, operating agricultural tractors and/or compact track loaders, and applying herbicides is a plus.

• Occasional travel may be required to support other installations and projects.

• Conduct RTLA assessments utilizing GPS handhelds and data collection processes.

• Collect data by navigating wooded and rugged environments either in a vehicle or on foot across uneven terrain regardless of weather conditions.

• Identify Land Rehabilitation and Maintenance (LRAM) requirements and identify optimal or acceptable landscape conditions needed for training missions specific to Fort Sill.

• Communicate findings and recommendations to stakeholders through GIS data, formal reports or verbally.

• Manage various RTLA databases. Utilize ESRI ArcPRO to upload collected data into corresponding databases for use by ITAM and Range Operations staff.

• Utilize GIS data to create maps for project use.

• Participate in monthly Range Operations training area inspections post rotational training.

• Identify locations requiring repairs and communicate to LRAM team leads.

• Coordinate with military units on the repair of maneuver damage.

• Provide identified project locations to LRAM team lead.
This project can require overtime and weekend work.
